No of course not. Poker does not work like TV Movies. When you play in a “cash game” you are only responsible for the money on the table.
In TV Movies you will often see people playing poker and when the big hand is played they do something like “go all-in” then the other player says something stupid like “ I see your million and raise you 1 billion”, and he turns around and asks the floor manager for a marker for the billion or some such thing.
Then the first guy says “but I don’t have that much”, and somehow that means the guy with the billion wins. That of course is totally stupid and poker does not work that way.
When you sit down in a cash game you can “buy-in” for whatever amount is allowed. There is usually a “table max”. For example, at a 2/5 no-limit Texas Hold-em Table there may be a min and max like $300 to $1500.
But even that does not mean you must have $1500 just because your opponent goes all-in for $1500. If he has $1500 and you only have say $400 then when you call his all in you risk the $400 you have. He then pulls his extra $1100 back and leaves only the $400 he needs to cover your call.
It’s the same if you went all-in for your $400 and the guy with $1500 called your bet. He could only call the $400… he can’t raise because you have no more money beyond what is already on the table.
In a tournament setting like you suggest in your question each person pays a “Buy-in” for some amount and then they are issued “tournament chips” these chips have ZERO cash value and are only used as markers. Every person entering the event pays the exact same amount for chips and receives the exact same amount of chips.
In the “World Series of Poker” Main Event each year the players all pay $10,000 as an entry fee and all players receive “60,000 tournament chips”. So even if Bill Gates came and played he would still only get to have the exact same 60,000 chips for his $10000 as everyone else.
